God’s Three Councils in Heaven
The Bible reveals God not only as a loving and saving God, but also as a ruler and judge. He holds heavenly councils to discuss, judge, and coordinate events on earth. This is a profound spiritual truth that few people see in the Bible: God holds court.

  1. The First Council of Job (Job 1)
    Job 1:6-12 records a heavenly council. The “sons of God” (holy angels) come to present themselves, and Satan intervenes among them to accuse Job.

Note: This is not the highest heaven – God’s eternal dwelling place – but a court location in the heavenly realm (heaven), where Satan is allowed to appear before the Great Tribulation (Revelation 12:10).

This conference was not God’s passive response to Satan’s accusations, but God himself took the initiative to call up Job’s name to test his faithfulness. God knew well Satan’s jealousy and scrutiny, so he took the initiative to challenge him: “Have you considered my servant Job?”

Through this event, we see:

The life of every believer is discussed between angels and God.

Those who excel in serving God are always watched, hated, and accused by Satan day and night (Revelation 12:10).

But it is God who allows every trial to happen with specific limits — for a higher purpose.

  1. The Second Council on Job (Job 2)
    When Job did not lose heart in the first trial, Satan came to accuse him a second time. He said: “Skin for skin! A man will give everything to save his life.” And he asked permission to touch Job’s body.

God took the initiative in the second council, challenging Satan that Job had maintained his integrity. He allowed Satan to touch his body – but forbade him from taking his life.

Job was afflicted with boils from head to toe, but he did not sin in his speech. His response when his wife urged him to blaspheme God was a resounding victory:

“Shall we receive good from God, and shall we not receive evil?”

The conclusion of the council: Job won. Satan was silenced.

  1. The Council About King Ahab (1 Kings 22:19-23; 2 Chronicles 18:18-22)
    Unlike Job, who was righteous, Ahab was the most wicked king of Israel: he worshiped Baal, killed true prophets, and robbed the people. Yet God held a council about him.

He asked in the heavenly council,
“Who will entice Ahab to go up to Ramoth Gilead and die there?”

A “spirit” (literally, ruach – possibly an evil spirit) came and said, “I will put a lying spirit in the mouth of all your prophets.”

The Lord said, “You will entice. Go and do so.”

What do we learn?
God never does evil, but He allows evil to happen as a means to carry out His judgments.

He does not use holy angels to lie, but Satan — the liar — is used as an instrument in the hands of the Supreme Ruler.

Key Spiritual Lessons
a) Heavenly councils are still going on
The Bible makes it clear that every believer has a place at the heavenly council table. God, the angels, and even Satan are watching, discussing, and weighing each of our lives. Hebrews 12:1 calls it “a great cloud of witnesses surrounding us.”

b) Satan is the accuser, but God is the defender
We need to remember: Satan accuses us day and night, but Jesus is our constant intercessor (Romans 8:34). He is our advocate before the throne of grace.

c) Is your life strong enough for God to “bet” on?
Job caused Satan to fail completely. What about us? Can God “bet” on your faithfulness before Satan?

If God were to hold a council about you one day, would you bring Him glory or shame?

May God grant us a life of faithfulness, humility, and victory—to silence Satan, and to make Heaven rejoice. Amen.
